Exactly as described but unable to hang

Both items were exactly as described. But, I found out after the fact, I was told i am unable to hang it up. They told me it was illegal to post this sign. After waiting 9 years to finally obtain a Handicapped parking spot in the housing,HUD development. My apartment is Handicapped accessible but finally found out that the borough was where to obtain a Handicapped sign. But there is another tenant in this development has this sign posted on a spot for him. I am a senior citizen disabled from multiple strokes but my neighbors purposely park inFront of my apartment. He said first come first serve. What is wrong with this generation? I was raised to allow senior citizens and disabled a parking spot close to their doors.
